Morning Consult’s Global Policy Outlook series provides monthly analysis of global sentiment on key issues at the intersection of politics and economics across 17 of the world’s largest markets, along with our six-month forecast of where policymaking is headed.
This edition assesses global public sentiment surrounding trust and governance.
Heading into 2025, global trust in business leaders — and, to a lesser degree, large corporations — shows early signs of stabilizing after nearly crossing into net negative territory. While trust in government shows similar signs of stabilizing, it remains underwater. Business leaders should view the former trends with cautious optimism. But we expect global policymakers to continue to face challenges securing public buy-in amid relatively pervasive government distrust.

Methodology
This report relies on data collected through Morning Consult’s proprietary survey research capabilities from October 2023 to October 2024. Data comes from monthly surveys conducted among samples of roughly 1,000 adults per country, with margins of error of +/-3 percentage points. All interviews are conducted online. Surveys field during the second half of the indicated month.
Data is weighted to approximate representative samples of adults in each country surveyed. Weighting parameters vary by country.
